SALARY RANGE: $64,919.

00 (Annually) Job Summary: Under limited supervision, performs analytical and administrative tasks in multiple benefit and employment programs administered through the City Social Services Department.
Tasks include coordinating, advising, and overseeing activities of the divisions' self-sufficiency, financial assistance and clerical support teams.
Provides guidance and input to enhance agency performance and staff skills while ensuring adherence to program regulations and policies.
Evaluates the effectiveness of multiple benefit programs offered by the City Social Services Department.
Provides recommendations for changes as necessary.
Prepares various reports and statistical records.
Maintains case approval authority for any level position within the division.

Essential Job Functions: Oversees the daily activities of division staff members and teams; ensures adherence to established policies, procedures, and standards for multiple benefit and employment programs; assists and/or advises teams with problems in non-routine situations; instructs, assigns and reviews work of subordinates; maintains standards through the effective coordination of activities; acts on employee problems; participates in new employee selection; provides recommendations regarding disciplinary actions.
Reviews individual program cases; provides policy expertise in difficult or complicated cases; interprets policy; advises subordinates regarding policy information, interpretation and implementation.
Reviews individual workers' reports to ensure timeliness and accuracy of work product; monitors reports to ensure appropriate staff resource levels and unit work assignments.
Reviews team reports to ensure timeliness and accuracy of work product; monitors reports to ensure appropriate staff resource levels and team work assignments.
Conducts staff performance evaluations to determine the need for training; ensures training of staff as new policies and procedures are adopted and established; provides training in policies and procedures of multiple benefit programs to agency personnel.
Creates, evaluates, and provides forms, reports, statistical documents, and related informational documentation for use within and outside the agency.
Documents findings in case studies; conducts special studies; maintains records and reports as required by local, State and federal governing agencies.
Evaluates the effectiveness of programs and services offered; provides recommendations for changes and program improvements; prepares summary reports of division services and accomplishments.
Makes presentations before community and civic groups on topics including employment, training, department programs and services and related topic areas.
Represents the agency and division on various committees, work groups, and organizations; attends meetings and participates in related group activities.
Conducts routine meetings with team members to maximize communications regarding all aspects of the work setting including customer service, policies, goals, and related work aspects.
Establishes and maintains effective relationships with professional groups and human services organizations for the purpose of sharing information and coordinating efforts to provide services to the community; maintains current knowledge of developments in the field.
Uses office machines, copier, calculators, computer data entry, office productivity software and technical policy/procedural manuals; performs other related duties as required (special projects, local security officer).
Acts as a team leader; promotes and supports the team management approach; serves as a resource in the team management style.
Performs other related duties as required.
Employee must be willing to work disaster related assignments, including emergency shelter duty, in the event of a natural disaster or emergency.
Required Qualifications: Bachelor's degree in the Human Service field with six to nine years of experience in an administrative, supervisory position with at least two to three of those years involving social service program work; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
