GIS Specialist
Job Summary:
Rivet Operations Company (“Rivet”) has an opening for a GIS Analyst specializing in geographic information systems.
The Computer Systems Analyst I / GIS Analyst will support Naval Computer and Telecommunications Station (NCTS) Guam, Base Communications Office (BCO) in Guam by providing GIS mapping and database management.
Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned) and must be able to perform the following with minimal guidance:
Perform GIS database implementation and management.
Manage existing GIS OSP data.
Capture and database new GIS OSP data.
Perform GIS database reporting.
Create maps and graphics using installed ESRI ArcGIS systems, GIS databases, and legacy OSP data.
Implement and maintain ESRI ArcGIS version 9 and version 10 software installations.
Work with Navy enterprise GIS systems such as Naval Facilities Engineering Command (NAVFAC) GeoReadiness System (GRX) and NAVFAC GIS personnel to develop reports on Guam BCO OSP data, and implement and maintain Guam BCO OSP data.
Perform OSP planning and reporting.
Work during inclement weather when required and can be recalled to support restoration of high priority NCTS Base Communications network and or system outages 24 hours / 7 days.
Meet DON Cyber Security Workforce (CSWF) and DON Cyberspace Information Technology & Cybersecurity Workforce Management & Qualification Manual (SECNAV M-5239.
2) certification requirements and perform all work in accordance with CSWF, as applicable to include obtaining certification requirements.

Education / Experience / Certifications:
2-3 years of experience with ArcGIS and or Computer Systems Analyst related functions.
GISP certification preferred.
Detail-oriented and excellent written and verbal communication skills.
Personnel shall possess a valid Guam driver’s license to operate a motor vehicle on Guam.
Local travel is required to perform field support within Government owned facilities on Guam.
Associate's Degree in Computer Science, Information Technology, or related discipline is preferred.
CompTIA Security+ certification required.
Position requires applicant to be a US Citizen and obtain and maintain the required security clearance for the position.
Physical Requirements:
Work may involve sitting or standing for extended periods of time.
Position may require typing and reading from a computer screen.
Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.
There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required.
Possible lifting up to 25 lbs.
